You can almost always see the cats at Hungry Bear - just keep going as far back in the seating area as you can. There is a food/water station for the cats in the bushes back there, so you see them all the time.
I've been told by reliable CM sources that the animals are kept track of to the best of their abilities, spayed and neutered (they do NOT want an explosion of kittens there, as cute as it would be) and vaccinated against diseases. It is a wonderful way to keep the little critter population down (as others have said, Mickey and Minnie are the only mice they want in the parks!).
They are feral in that they do not have a home they go to, but there are little places they can go for warmth in bad weather Disney has set up, and they are very used to people (though few enjoy being pet - they usually keep their distance, unless you are going to share part of your burger).
