cat proof new recliner?

Dh went and bought himself a new recliner today (being delivered tomorrow). Well, the last recliner we had the cat decided to pee in it (about 4 years ago)and I don't want this to happen to this one. The cat is good about using his litter box. But he did pee on his new catbed he got for christmas. I washed it about 3 times and it was fine and he now loves the catbed and no pee. But what can I do to make sure he doesn't pee on the new recliner?
 
I had an issue with my dog (who sheds like you cant even imagine) jumping on the couches , which are white, in the living room. Nothing I did stopped him from plopping himself down each night. I found these things called scatmats http://www.petsmart.com/product/index.jsp?productId=2752972

Bought one, turned it on, he jumped up ONCE, and has never jumped back on again. Yes, they do give a small electrical shock but it is completely safe. For those who will say its cruel, these were recommended to me by our vet. We even tried it on ourselves to make sure it wouldn't hurt him. They have different setting according to the size of you animals and the scatmats come in different sizes as well.

There is a video on that site but its the old Scat mat, the ones now are clear and they use batteries, not electrical power.
