Understand your dilemma. I have two sister kitties (now 9 years old) who were abandoned in a cardboard box on the side of a highway when they were 4 weeks old. After many sleepless nights and bottle feeding, they are now spayed and declawed and are indoor cats, healthy and contented. I also have a rescue abused female Cocker Spaniel also spayed, very healthy and loving, and only goes outside on a leash. I live in a semi-rural area, in a condo development, and also feed birds and other critters, which is allowed. What's not allowed is the idiot gun-happy guy and his idiot son (who thinks it's OK to shoot birds, squirrels, and a dog on a leash on private property where they don't even live! This is a no-hunting area. Thankfully, these jerks are both in jail for multiple violations. A very responsible dog-owner was walking his Doxie on a leash on our private property when it was shot and killed by this jerk. Very sad.
