How does the Castaway Cay Kids' program work? Do the kids like it? Do we sign up on the ship or when we are in Castaway Cay? Is it for a set amount of time or can the kids just participate in certain activities (so go back and forth between the parents and the kids' activities)? Thanks!

You take them to it on the island, it's close to the first tram drop off area. They can stay for as long as they want and go back and forth between it and being with you, just like on the ship. Make sure you bring your wave phone from the ship with you so that they can get in touch with you if needed. If you give your kids self-check out then they can leave on their own, otherwise you go and get them, same as on the ship. They can also eat lunch there, they move to a covered picnic area. It's the only place to get chicken strips if that's want your kids want, the other restaurants on the island don't serve chicken strips. My 8 yr old dd really enjoyed it. There's a splash pad, a big sand area to play in with buckets and shovels, and the CMs play games with the kids. We were there in Jan and it was still a little cool so my dd went there in the morning while dh and I enjoyed some quiet time at the beach.

My kids love Scuttles Cove. They prefer it over the onboard clubs. The first time we went on Dream they didn't like the onboard clubs. We had to convince them to try the club on the island. Once they went they didn't want to leave.

It's the same idea in general as the club on the ship. You can check them in and out as you please while they are open. The only difference was that the counselor on the island told me my 9 year old son could not check himself out (he did have privileges to check in and out on his own on the ship).
My kids enjoyed scuttles cove way more than the club on the ship. I tried several times to check them out and they wanted to stay.

Same experience here. The kids had a great time at Scuttles Cove and didn't want to leave. They sent me away twice!

Whereas MY son thought the whole place was "for babies" and he disliked it.

And my kid likes little kids quite a bit. He's looking to take a babysitting course so he can babysit, he likes playing with younger sibs of his friends, etc, but the offerings were babyish and felt condescending, and he didn't like that combo.

As others have said, its essentially the kids clubs from the ship have gone to the island for the day, and works pretty much exactly the same. The counsellors come off the ship and onto the island. As long as your kids are registered for the clubs onboard and have their bands they are good to go (although you can register at Scuttles Cove if you need to).
Its pretty much a giant sandbox with a wet deck, volley ball and soccer nets, loads of toys, a whale dig, craft options; they have a beach party, play capture the flag, relays, water fights, bubbles, sandcastle building... like the ship theres a full day of activities...
The majority of the kids really like it, but if your kids really like the clubs onboard because of the screens, lights, music, characters, busyness, iPads, movies, constant/big options of entertainment, then Scuttles Cove might seem like a bit of a let down...there's not really any electricity haha! There's constant activities like on the ship and kids aren't made to do anything, but probably a bit more on the chilled/calmer side. If they need space to run around and just be outside they tend to enjoy it.
The one thing that is different to the ship though, is that any kids that are in care for lunch time, get taken to lunch even if they dont want to eat (there isn't the option to go and play like onboard), they obviously don't get made to eat but they do have to sit there while the other kids do if they choose not to, and if you want to pick up while lunch is navigated, then you'll get directed to Pops Props as thats where the kids are.
