Would the chlorine level in an above-ground pool even be the same as in an in-ground pool? And I don't have a pool, but I have seen chlorine tablets for pools...tablets wouldn't spill in the trunk.
We would get unwrapped tablets in a bucket--and when you popped that lid, that chlorine would knock you back. Very telling smell.
However, I think they tested the air and found chloroform. As far as I know, it has no odor, does it? If chlorine (solid or liquid) had been kept in the truck and had no chance to evaporate, they would have noted the smell. That is unless the other odor over powered it.

In any case-- I just wanted to comment that an exposed tablet--does release into the air.
