I completely agree with chmguy,
a case of water with a luggage tag on it is easily identifiable as what it is and should just be tossed aside at the pier and not loaded if DCL really wanted to try to stop this, let alone delivered to the cabin.
Drinks inside the luggage, harder to stop, but if a bag is being delivered wet and or smelling of alcohol/soda then the perp's should be fined and made to pay for any other wet luggage.
It seems DCL have become quite lax on the scanning and chasing up with leaking luggage!
