California? this appears to be an image for the state of Washington-the signage includes the RCW (revised code of Washington). the signage IS misleading though-it indicates it is a dedicated handicapped spot for parking BUT the RCW it sites prohibits any use of the spot for other than active, ongoing ev charging-


It is a parking infraction, with a monetary penalty of one hundred twenty-four dollars, for any person to park a vehicle in a parking space served by publicly available electric vehicle supplyequipment if the vehicle is not connected to the charging equipment.

when we lived in California we opted for placards b/c we could use them for either car we owned or if we traveled and rented a car. in Washington State each qualified person can have both a license plate AND a placard so the DOL (same as DMV) is not burdened with requests for temporary placards by holders of long term (we also get 5 years per renewal vs. 2 years in CA on a permanant disability).

I will say though that i've seen dirty looks and heard rude comments thrown at law abiding non disabled people who were driving vehicles that have disabled license plates for other household members. when they follow the law and DONT park in a designated spot-if that non designated spot is close to the door and there are empty disabled spots available people can get very verbally nasty :sad2: I cautioned my oldest when we sold him our car and we had to wait for the license plates to arrive that he would do best to park a bit further away from entrys to avoid confrontations.
I don't pay attention to disabled plates or placards unless a car is parked in a handicapped spot. I will admit I am guilty of judging some people with disabled plates or placards when they DO park in a handicapped spot and there is evidence they are not the owner of the placard or plate. I watched a burly guy covered in dirt, in a marked construction company pickup use a handicapped spot. I suspect that was not a legitimate use.
It's a no win situation, and the losers are those with a legitimate need for those parking spots. My MIL worked for a law firm that dealt in disability law, and there were Doctors they could refer clients to to get a letter for a handicapped placard, no questions asked.
 

ah-thank you. not sure what the deal is here with parking garages that have ev chargers though if I had an ev I would probably opt for the free public ones b/c the one 'deck' I just did a search online for in our area is going to run upwards of $12 just for the privilege of parking there. I will say that some nice thought went into the free public lot's design here-they have nice landscaped shading and are located in safe but convenient locations.


I will admit I am guilty of judging some people with disabled plates or placards when they DO park in a handicapped spot and there is evidence they are not the owner of the placard or plate. I admitted I was judging, and I would never confront someone, but come on........what legitimate reason could he have for the placard?
 
Must be something I am missing. People with placards generally have that because they travel in different cars and need something they can use on multiple cars. People with actual license plates only have one car, at least here in California. So if you have the plate because your elderly parent qualifies and you park in a handicapped spot when they are not with you, you are in violation. I am not talking about counterfeit placards. I am talking about legitimate placards and license plates that are being fraudulently used.
I have a h/a plate on my car for me. NH gives me a placard as well so I can use it when in DH's car, in a rental car on vacation, in the rental car I will need in 2 weeks because mine will be in the shop. Both cars are registered in my name. NH is a bit different!

The only way this EV Disabled parking situation is not disgusting is IF there are already enough Handicapped spots and the designated EV spots are simply offering themselves to the handicapped community as extra to be courteous. If this is the case they really need to get that into a sign because the optics as they are seem really bad, I mean really really bad. IF the stores and EV community are simply commandeering Handicapped spots for EV drivers that is just monstrous.

It varies from business to business. A hotel I frequently stay at that opened a year ago has dedicated handicapped spots and dedicated EV charging spots. Another hotel I frequently stay at, added EV charging stations to all their existing handicapped spots, so all handicapped spots are shared as EV charging spots.
IMHO, what we have is government making requirements that reasonably can not be met by existing businesses.

It really is complicated.

If there are 4 EV charging spots and the only one open and available is the one marked as both handicap and EV charging, should an EV driver that does not have a handicap placard wait for one of the other locations to free up or use the available handicap charger?

If an EV driver with a handicap placard finds only one of the non handicap charging stations open, should they not use it, and instead wait for the stall marked for handicap placard use to become available? Soon all the non handicap charging stations might be in use and the only one open is the handicap one and then an EV driver without a placard drives up. What are they to do? Make the EV driver with the handicap placard move to the handicap stall?

I would be interested to know what was going through the minds of the government employees who wrote the rules that allowed spots to be combined.

in my experience the written rules rarely reflect the original intent (I sat on waaaay too many government program analysis committees that issued final written rules).

Well, looking that up, I found an answer I didn't expect.
The reasoning for allowing handicapped parking spots to also be EV charging parking spots is to insure that EV charging spots are handicapped accessible.
 
I figure the handicap EV spot is simply an over-sized spot and should not necessarily be held for Handicap persons only.

Our encounters with on the road EV charging are either the charger is broken, or it's a wait to get one.
If a Handicap EV charging spot is the only one available, I'm taking it.

We're on the list for the Scout Extended Range Harvester EV. The USA is a decade away from have reliable, adequate EV chargers so the gasoline option is a good choice IMHO.

People in the Tesla Forums are Orwellian, bizarre people.
We use the EA EV Chargers in Baker Cal often and not unusual to see Tesla owners fighting at the neighboring Tesla Super Chargers.

Pretty common. Out of Spec You Tube Channel and TFLEV You Tube channels witness the same there.

In 20 years of owning and driving EVs I've observed:

At Tesla Superchargers everyone hates each other.
At non-Tesla EV chargers everyone helps each other.
