I second the birth certificate as you might need to prove that they don’t need to wear masks.
 
with using cares harness make sure you have a copy of their birth certifs in case they get out of harness and you need to lap for landing or take off

If you purchase a seat your child has to be properly secured in their own seat for takeoff and landing as well as when the seatbelt sign is on. You cannot change your mind midflight even for an under 2-year-old.

what happens when cares doesnt hold child mid flight not safe if child will not stay seated no matter what policy
 
The CARES harness isn’t appropriate for 13 month olds. It doesn’t reposition the lap belt for kids that small and they will just slip right out. They really need their car seats for the plane and any other car/van transportation (Cosco Scenera Nexts are great lightweight, inexpensive options for travel seats that fit under-2 kids well. They’re also easy enough to bungee to an umbrella stroller and have the child ride in.). It’s a pain, yes, but the only safe way for them to travel (trust me, we’ve dragged 2 car seats, stroller, carryons, etc, through the airport on more than one occasion). so I did read on the cares website I think it was that its suitable for 12 months on But slightly better from the age off 2

the airline says they have a limited amount of car seats so we are going to ask for one of them but then use the cares as a back up if need be
 

I was going to recommend the WayB Pico seat. It was a game changer for us for flights, and not having to worry about special car arrangements. Small enough to carry while you’re also carrying your own bags, and FAA approved. If you just bring one, you can then just call any car that can provide a single car seat, as you have the second one with you.

I was going to recommend it, but then I checked the prices…. they’ve gone up 50% since we bought ours in August. At $300 with travel bag, it was worth every penny. Now it’s $450…. Ugh! Still a great option, but I have no idea why they’ve gone up so much.

Wow! What airline is that? That’s great that they would offer car seats on an international flight.

Thats why airlines recommend a car seat when purchasing a seat for an under 2, as CARES has a minimum weight of 22lbs and should not be used if the child isn't ready.

How far a FA will go to enforce this is up to the individual crew, but I think it's helpful know the policy in advance in order to best plan for any scenario.

From AA for example:

If your infant will travel in their own seat, you must buy a ticket. The infant must either travel in a safety seat approved by the Federal Aviation Administration (FAA) or be able to sit upright in their seat without assistance and have their seatbelt securely fastened during taxi, takeoff, landing and whenever the 'fasten seatbelt' sign is on.

that’s good to no 22ibs. Our girls are nearly 11 months and are around that and still have 84 days till we fly so should be ok
 
And just to be certain, you are flying Econ correct? BA does not allow CARES in any other cabin of travel. I know you don't want to do it, but I would absolutely be bringing my own seats for 13 month olds, especially on a transatlantic flight. They are going to sleep much better in, be safer in it, and you might be able to get some sleep knowing they are secured.
 
So on our first transatlantic flight we ended up buying inexpensive lightweight car seats (boys were 16 months and 3). We were renting a car and I had heard it was a toss up what you were going to be given renting in another country so I wanted to have seats I was comfortable with. We had these little carts that you can attach to the car seat and then you can just wheel them like luggage…kids are then able to sit in the car seat so you can wheel them thru the airport. We didn’t need a stroller bc we were visiting family so this worked for this particular trip. I will second that having car seats for them on the plane was amazing, but I understand it is a lot to juggle. We started using cares when my youngest was 18 months and he fit, but we used it on short domestic flights and when he fell asleep it was a struggle to find things in-flight to help prop him up.
 
When we flew when my son was 19 months old we chose to buy a lightweight car seat to use. I also bought a strap that connected it to my carryon wheeled luggage. With that set up, I could push my son's stroller, hang his back pack off his stroller, wear my back pack, have a smaller carryon bag on top of my bigger carryon bag with the car seat strapped to the larger carryon. It worked pretty slick. The second time that year I flew, I gate checked the car seat in a back pack car seat bag, which I put extra diapers in too, and used the Cares harness. Although I like the harness, my son flew better and slept more in the car seat then the Cares harness. Also, even at 22 months, the harness barely fit him and the weight of the shoulder strap adjusters kind of bugged him. It also will take putting the belt that goes around the back of the seat really quite low on the seat for little ones. The person behind them may have issues using their tray tables and such, so keep that in mind. The person behind you could make a fuss about it depending how low the belt needs to go down the seat to fit a 13 month old properly.
