I'm thinking they're supposedly "safe" like school busses. I lean toward the worrywart side and have not had issues with my kids as young as 4 riding at DIsney without carseats--just make sure you get a seat. Standing with tired kids on the bus crammed tight in the evening back to the resort can be a little scary!
Any one know the car seat laws in FL? I am actually flying in a few days before my trip to spend tie with family. My kids are 5 and 8 and both over 50lbs now so I am sure they will be bigger by Nov.. They use car seats here but in my state kids can stop using car seats at 8. I keep my dd in one because she is tiny but I am wondering for a few trips if she needs one....

If she is traveling in a vehcile other than a bus then the answer is yes, she needs her carseat/booster seat. The law in FL is pretty bad. However, just becuase the law doesn't mandate use of a carseat/booster seat, does not at all make it safe to travel in a vehicle (other than a bus) without a booster seat. It is very very dangerous to do so. All children should continue to ride in booster seats until they pass the 5 step test which you can see here.
If you are taking magical express and have no plans of traveling by car then there is no need to take carseats. There are no seatbelts on buses and child safety seats cannot be used on them. Buses rely on compartmentalization to keep people safe.

I live in MA. My oldest, 17, was studying for his drivers permit last year. We read in the Registry of Motor Vehicles handbook that a child 12 and under must be in a booster! My middle child was a month away from being 13. He was 6'1 and weighed 170 lbs!!! We told him he had to sit in a booster for a month!!! Just for fun, he tried one day (we haD one for our 4 year old). As soon as he got in it, the arm snapped off!!!

Hmmm, I think you may have been reading the old law and the old law does say something about kids under 12. But it says that kids under 12 need to be in properly used seat belts, not booster. This is it
No child who is five years of age or older, but not older than twelve years of age, shall ride as a passenger in a motor vehicle on any way unless such child is wearing a safety belt which is properly adjusted and fastened according to the manufacturer's instructions.
thanks. I was planning on bringing the kids booster seats but I kept reading something about FL law and 5 yrs old so I wasn't sure if i needed them but I think I shall cart them. Now if the darn airlines charge us an extra bag fee for car seats I am seriously gona flip!

I am flying in to Tampa to stay with family for a night so it would pretty much just be the drive to WDW(in there minvan) from Tampa and since my kids are going to be 6 and 9 at the time I am nervous. Though from what I am reading unless i understand it wrong FL says both are ok with out car seats.

I would definitely bring a booster for you 6yr old and if your 9 yr old is still riding in one at home (should be unless he or she meets the 5-step test here). At their age, a backless booster would be easy to travel with and it would still provide protection from seatbelt injuries in a crash. If the minivan doesn't have tall enough seat backs or headrests to provide whiplash protection, then I'd recommend bringing a regular high back booster instead.
FL law is very lax and doesn't even meet the bare minimum standards set by NHTSA so I (personally) wouldn't go by that, especially since you'll be doing some highway travel from the sounds of it.

If you're just using DME and Disney transport around WDW, and not renting a car, then you won't need a car seat, since the busses do not have seatbelts (and they are technically much safer than riding in a car even w/out belts).
Just fyi though, we didn't bring anything for my 5yr old on our last trip since we used Disney transport the whole time, but I wished that we had at least brought a backless booster for him because on our return trip, we found out after arriving at OIA that one of our flights had been canceled and a van had to transport us to a hotel near the airport. The van had seatbelts but of course my ds is only about 40# so it didn't come anywhere near to fitting him correctly. While nothing bad did happen - it was something that definitely entered my mind as a possibility and I would have been a lot more comfortable if he'd been properly restrained. Just some food for thought.
