Car Rentals in Germany

I don't know where to put this question. I'll try it here... I have a friend going to Germany and he needs a car rental for three weeks. Does anyone know of the cheapest way to rent a car in Germany? Any discount codes? I need information soon, he's leaving in a week. Any information on even where to start looking will be a big help.

If he is renting over 17 days actually the cheapest thing is to lease a car.

I have rented several times from www.autoeurope.com and find them to have pretty good rates. (You aren't going to get a great deal, they are just more expensive)

I have not actually done a lease so I am not sure. That's why I suggested Rick Steves. Maybe someone over there has an idea. www.fodors.com has message boards too that might help.
