Car rentals for folks under age 25

Hi everyone,
My daughter's teacher is 23, and she and her boyfriend also age 23 are going to Orlando at the end of this month. It appears that car rental companies charge a premium if drivers are under age 25. Does anyone have any experience with this--are there any companies that have a lower premium than others? Thanks in advance!!

I've heard that Enterprise charges $10/day for under-25 drivers. Enterprise doesn't have airport locations.
