to visit a uncle in the villages for the day

If you're staying on site, I'd rent from the Disney Car Care Center. They will pick you up, bring you to the center and drop you off anywhere on property when you return the car.

is there a charge for that service? Do you need to wait a long time for pick up or drop off?

No separate charge, possibly a slightly higher rental fee. You make the reservation with one of the companies there, call the day before and set up your pick up time and location. When you return the vehicle they take you right away anywhere on property you want to go. I used this in 2019 and it was 20 minutes from me walking out of my room at POP until I was driving back in to pick up the family. Same on the return.
