Does Dollar require a coupon or certificate when you use the FVG or KISS code to make a reservation? Also, what are those codes?

as far as I know no they do not have any coupons with those codes. KISS if something to do with kissimmee

Beverly Lynn is correct, the KISS code is from the Kissimmee-St.Cloud visitor's guide. The FVG code is from the Florida Vacation Guide. Both codes are available to anyone, no coupon is required.
