I was reading an article http://www.cnn.com/2003/WORLD/meast/04/08/sprj.irq.speicher/index.html and the last line is "Speicher was a lieutenant commander when he was shot down and has been promoted twice since then. "

How does this happen? I don't know anything about military promotions and i was curious.

I'll ask DH, but I imagine since his status changed from KIA to MIA they gave him the rank he would have earned in those years since 91.
I do hope we can positively conclude his status by wars end.
