Can't find the how to sticky?!

Dear all, perhaps I am just computer illiterate, but I can not find the how to sticky that is mentioned in many of the pinned posts. Can anyone point me in the right direction? I can't really imagine what else is in there besides what I've read in the other posts, but I want to be sure I'm following the rules here.
