Cannot register using Facebook or link account to Facebook

I'm a new member and when trying to register using Facebook or link an account to Facebook, I get the following error message.

"App Not Setup: This app is still in development mode, and you don't have access to it. Switch to a registered test user or ask an app admin for permissions."

I'm a new member and when trying to register using Facebook or link an account to Facebook, I get the following error message.

I'm making a guess here that that's just another of the various options that are not available to new members, until they've reached the minimum post level and have been members for 24 hours.

Yeah but the main purpose of it is to link BEFORE you are a member. It says connect to Facebook for quick registration. It didn't work so I setup my profile on my own.
