The ice cream social with characters is at The Land pavilion at Epcot - Garden Grill. I belive it is Mickey, Chip and Dale, but have never been there myself to see.
The candy lady in Epcot is awesome! She takes some kind of rice flour mixture and shapes it into animals on a stick. The times are usually on the Epcot times guide. It is very interesting to watch, and she generally gives the animal candies to kids in the crowd. I try to watch her at least once each time we are at WDW. I love her running commentary of how she is shaping the animal as she makes it. This is definitely a must see!
