Does anyone know, if I book a Candlelight Processional Dinning Package, is it allocated seating for the Proc ssional?

It will be in roped-off sections (most of the theater, actually.)
The seating area for the theater is not very large.
Some of the seating is not visible below the roof-line in the photos.
The stage sits below the squared-off section of the roof, closer to the moored ship in the photos.

Allocated as in a section of the theater is reserved for ALL dining package guests; you don't have assigned seats or anything. And at some point, they will open up the roped off section for those without package tickets, so you still can't wait until the last minute and expect to have a seat waiting for you.

How early should we try and get seating on the evening of the candlelight processional. I am hoping to book the 5pm show.

If you DO have the Dining Package:
On an average night, arrive at the theater by 4PM.
If its for a super-popular narrator, arrive by 3:30PM.

If you do NOT have the Dining Package:
Guests may start lining up about 1PM, or so.
If its for a super-popular narrator, guests may start lining up about 11AM.

I went last year the very front section ( under the roof in @Robo pictures was for VIP tour groups then they had all but the last 5 or so row blocked off for dinning package. The rows weren't so full you were on top of the people next to you but they were in the stand by area

when we went they let us in about an hour before the show started ( we did the first show)

We did the front section once and didn't like it. It was too close and too loud. We prefer the beginning of the second section.

I have a booking for Chefs de France at 4-10pm and the 6-45pm show. Just wanted to check this was doable.

You should be fine. They normally won't schedule it if there isn't time. I would definitely check into Chefs by 4:00, if not a little earlier, to be sure you're seated as close to 4:10 as possible.

We have the same setup but at Garden Grill instead. At least for Garden Grill and Biergarten, 4:10 was the latest seating that was permitted with the 6:45pm show (the CM I spoke to said the 4:20 seating at the restaurants only had options for 8:00 when she looked). I am assuming 1.5 hours for dinner which would still leave an hour before CP starts to walk around for a few minutes and then head back to the theater to be seated. I do plan on checking in about 10 minutes early.

I would not "walk around for a few minutes" before heading to the theater.

We have Askerhaus Dining Package at 1:25 and they gave us 8:15pm show. We are also booked for the Frozen Dessert Party that night. How can I get us switched to one of the earlier shows so we don't have to cancel our Dessert Party?

You need to call Disney dining and they can rebook your reservation if your dining time is still available. When I booked my 1:30pm Biergarten reservation the site gave me the 5pm CP show with no option for other show times. I called Disney and it was explained to me you cannot just change your CP show time, they have to make a new reservation for you based upon availability. Hope you can get it rebooked!
