Cancellation Fee

I've heard that if I need to cancel inside of 30 days (package room and tickets) that I can say I need to reschedule for further out, then just cancel at a later date to avoid the fee. Does this actually work?

I had a friend book a room for 2, someone had to cancel, now I want to move him onto my reservation and cancel his.
