Do not know how close you are, but waiting until last minute may be questionable during this time when DVC seldom answers the phone, the online site seems to have many problems, and both the online system and member services are going to be out of service for about three days beginning late July 17 and not ending until sometime on July 20, during which time it will be impossible to cancel a reservation.
I hope they will show some flexibility and remove points from holding if someone cancels after the system is back online and the 31th day was during the shut down.

I'm sure someone out there would be willing to make a stink about how the notice said we wouldn't have the ability to book, it didn't say anything about our ability to cancel. I can almost picture the thread on it now.

It is so weird that they are completely shutting down for so long. I have never experienced anything like it with any company whether as employee or customer. Usually updates or even new platforms are installed overnight. I have no faith in Disney anymore as a functioning organization. I am surprised (pleasantly) when things do work properly with them as opposed to assuming they will. I agree that they should accommodate people who need to access the system during those dates, but I don’t have a lot of faith that they will. It seems like their little “nothing to see here” email about the four day closure was like make sure you schedule your need to use the system around the lack of service we are providing.Sure, but life happens.
Also, they've made exceptions for other reasons, like illness or weather (even not in Florida), so it would be harsh to enforce the rules so strictly for a system downtime.
FWIW this is the first I'm hearing of it, and the reason is Gmail in its wisdom considered it spam. I just dug it out of the spam filter. I get 17 DVC emails a month trying to sell me more points and those go through but the Google spam algorithm thinks notice of a planned system down time is sketchy.I don’t know.
