Can I have my monthly dues deducted from a bank account or credit card?

Nope. The only way you can pay dues on your credit card is by paying the full balance. You cannot pay monthly by credit card or auto-debit from your bank account.

Dues would be due on credit card one time per year at the start of the year - can be a big hit if you are not prepared

If you had a US$ bank account at a US based bank you could debit from your bank account

Don't want to give a financial management lesson here, but to avoid an annual financial surprise re DVC "dues", I budget all year, deposit the appropriate amount, which is the annual fee divided by 12 or 24, depending on the number of pay periods you have, in a holding account, and when it comes time to pay, I just call DVC, put the "dues" on my Visa, and when the bill comes in, pay it from the holding account. My Royal Bank Visa gives one air mile point per each dollar spent, so I pay everything with that, and we fly to WDW from Nova Scotia on Visa airmiles.
