Canadian College eligible?

Hi all,

I'm planning on applying for the J1 cultural exchange summer work program 2014 with a friend I am currently enrolled in a canadian university working towards a bachelors degree, however, my friend is enrolled in a canadian college but also working towards a bachelors degree - will he still be eligible to apply?
