Go into a restaurant just to check it out? Say we wanted to see Sci-Fi but don't necessarily want to eat, can we walk in and take a look and then leave?

No. They check reservations at the door and a hostess will walk you to your table.

You can make an ADR or pop in at an off time and just have a milkshake or sundae though.

Actually you can peak into the Sci Fi near the bathroom area that is between ABC Commissary and Sci Fi (the one they share) and you can peak your head in to the restaurant to take a look. If you get to the bathroom area from ABC COmmissary - go through the door on the other side where you came in through ABC Commissary. The openings to Sci Fi are across the hall once you go through the door to the bathroom.

My husband just walked in once with my mother who had never seen the restaurant. No one stopped them. I wouldn't go with them though because it sure didn't seem right to just walk in without reservations.

There is someone who is at the podium, but you can either walk past that a bit to check out the resturaunt or you can simply ask them if you can see the resturaunt. It's allowed and they will let you know how far you can go in.
