In my almost two years of researching the program, I don't think I've come across this question/situation:

Can you apply for the College Program before you finish your first semester?

IE:

I'm in school for my first semester, and really want to do SA '10. Will I need to finish my first semester after my first semester ends? Or can I apply for it while I'm still in my first semester?

Yes, you can apply during your first semester. You just need to have one semester completed by the time you start, so as long as you finish the semester after you apply you'll be good to go!

However, I have heard that some institutions require CP participants to be Sophomores or higher, but that requirement comes from your school not Disney.

Yes, you can apply while you are in your first semester. That's when I applied for my first CP. I started school Sept of 2004, and did my first CP Spring 2005. Good times.
