Can you upgrade 10 Day to AP?

In September my sister and her friend upgraded their 1 day base tickets (free dining time) to 10 day Hoppers with no expiration. Now though, we are thinking of doing a third trip, in September again next year. Can they upgrade these to APs, or is it too late?
