Can you still call and get a lower CC interest rate?

I know you used to still be able to call and request a lower rate and usually they would grant one, but do they still do that anymore? I really hate calling because I'm bitter about all of my interest rates being raised due to no fault of my own. I have Chase and Citibank.

I have Chase and Citibank as well and a while ago, (maybe two years now?) Citibank raised my interest for no reason. I called and asked why and they basicly told me they were raising everyones interest rates because they could, but since I called and asked about it they lowered back to where it was. I have since called and asked both of them to lower my rates to match my other CC company but one flat out says no and the other keeps saying call back in 6 months.
