Can you pay cash upon arrival

No, sorry you cannot. The Dining Plan must be booked and paid for no later than 3 days prior to your arrival.

Unless you're in DVC you also have to a room-and-tickets package booked to add the dining plans, and as PP stated, the dining plan must be added and paid in full at least 72 hours before check-in.

For DVC the plan must be added no later than 2 days prior to arrival and paid for at the time you add it. There is no option to pay for a dining plan upon arrival.
