I used to be a character greeter for various dwarves back in the early 2000s. It was never all 7, but one or two usually Snow White was also nearby. This was back when the Town Square Exposition Hall still had the little theater in it. The characters would wonder around in there.

You can get lucky walking by World Showplace at Epcot as others have said. We met the Genie, Gepetto and Smee there. But its totally random.
