If I cash out hilton points for a 4 day park hopper, can I use it to upgrade to an AP? And what about discounted hoppers from other sources - how does all of that work?

Actually it depends on how things work. If the park hopper you get is not tied to your name, then you can sell it to someone looking for one and then use the money towards an AP. If the PH is tied to your name and you have to show proof, then I guess you're stuck.
 
Now, I thought any hopper in your name could be upgraded with you paying any difference in cash for the AP.

You might want to call WDW to ask about their policy.
 

This might be hard since the hopper does not have a purchase price associated with it. What they usually do is scan the hopper to see how much you paid and what you have used to determine the trade in value.

Yep it can. But in the scenario of the OP, there would be no cash value to the pass as it is a free award. It would be the same as trying to upgrade a complimentary pass. In other words, you can't.

As far as tickets from resellers other than Disney, the purchase price is encoded into the magnetic strip on the back. When the CM scans the pass, they see the price you paid for the ticket even if you bought it from a source other than direct from Disney.
