Can you dine at EPCOT Restaurants...

...without buying an admission tikcet?

I know there used to be a program wherin you could get a one hour pass to make a purchase at and EPCOT shop? Is that policy still around? Does it apply to the restaurants in World Showcase?

Admission is required for dining in EPCOT.

My mother claims to have gotten a two hour "shopping pass" at the MK a couple of times...... She had to pay for a ticket but they gave her the money back when she left the park.

The shopping pass has disappeared. It was for one hour and available only at Guest Relations. You paid for a one day pass on a credit card - if you were back within one hour, they credited your card the entire amount, if not, the charge stayed. To eat in any park, you must pay admission first. There is one exception - you can eat at Rainforest Cafe in AK without entering the park as they have an outside entrance as well as one from the park side.
