At WDW your KTTW card works for everything. Does it work the same way at Disneyland? Can resort guests charge their food/shopping to their room key like they do at WDW?
Yes! The key at DLR is called the Key to the Magic, it has your name printed on it, and you can use it as a charge card around the Resort! You also will need it for any Magic Mornings you take advantage of, along with your ticket/Hopper, to show the CM's at the gates.

Yes! DLR has the free package delivery service as well. I've never had my stuff delivered to my room, but I know that the bags cannot be delivered to your room on your check-out day, so you're right about the one day before departure thing.
For Bell Desk deliveries (this one I have done!), you buy something in one of the shops, fill out a form at the register with your hotel and contact info, and it arrives at the Bell Desk of your hotel by 7 a.m. the following morning. It can be a tiny bag filled with one item, a giant bag filled with 90 items, or 10 different bags - any variation seems to work.
So you could feasibly buy something at 10 p.m. on a Friday night, and it would be at the Bell Desk of your hotel by 7 a.m. on Saturday, which could be check-out day. Although if you have excited kids who want to tear into a new toy or something, waiting overnight may seem too long!
If you have the bags sent to the Bell Desk, it doesn't matter if the day you pick up your purchases from the Bell people is your check-out day.
If you arrange to have the bags sent to your room, however, then you can't have the room delivery on check-out day.
I shopped the day before we were leaving and had the purchases sent to the bell desk. Grabbed them the next morning, packed them, and then called the bell to have our bags brought down and stores while we went to the parks. It worked great. And the kids never saw the stuff I sent there since I had a bag waiting for it out of sight in our room (and they were with the grandparents while I did this).

I'm assuming that at Disneyland Restaurants and DCA restaurants, shops, etc that I can still charge back to my hotel room using my room key? Obviously at WDW we now have Magic Bands, so it's a little different and I just wanted to double check for our upcoming trip.

Actually, I think the caveat here is that the shop has to be Disney-owned, rather than whether it's in the parks or not. I can't imagine that World of Disney in DTD wouldn't accept room charges. However, I would be surprised if Ghiradelli's or the Crystal Shop did, since they don't take Disney Gift Cards either.

You CAN still do delivery inside the parks to your hotel - I send everything I purchase in the parks for the hotel delivery. When the kids win the DCA Boardwalk prize stuffed animals we send those over too.
Downtown Disney has to be the Disney owned shop (Disney Vault, Anna & Elsa Boutique, World of Disney), but I know Build-A-Bear will deliver to The Grand.

I don't know if either of those do send them, but I do know the Crystal shop will hold your package until park close for you, so you can just grab it on your way out of the park. Anyone can check purchases from anywhere in the park or DTD (at least the Disney stores at DTD anyways) at the newsstand, provided you have your receipt, and pick it up on your way out of the park too, whether you are staying onsite or not.

Actually, it's not at all different. MB simply replaced KTTW cards. Otherwise, the band does exact same things KTTW cards did. You can charge with a band to the same things that you could with a KTTW card, and the same places that can't take them are the same.
DL's KTTW cards work just like bands (and KTTW used to) work at WDW.
