Can you buy ILL at MT if the only ticket you have is for After Hours?

I will be attending the very merry after hours party in November and want to know if it's possible to buy ILL for Mine Train for the 7 pm to 8 pm hour? I have no other Disney tickets. Does anybody know if that is possible? TIA!
