Can you borrow transfered points?

I'm looking at potentially transfering some points but would like to borrow them into the previous use year after the transfer. I see in the member handbook that they may be banked, but I don't see anything about being borrowed. Can you borrow transfered points?

No. You can bank points transferred in, but not borrow them.

I believe you can also only transfer from your current UY, which would make borrowing impossible anyways.
