Yes. You can call 180 days before the date you're dining at a restaurant to make your reservations.

We've made ADRs at most of our trips to WDW both onsite and off site. Most of our trips are offsite because we own so many timeshares. They ask, but never say anything bad about us staying offsite. Debby

This is what I don't understand. Why would anyone think that someone at Disney Dining might say anything bad to you about staying offsite?
Anyone can book restaurant reservations. That means anyone. Onsite, offsite, locals, cast members. They don't care. Your money is as good as the onsite guests' money.
The only difference is that onsite guests might get 10 extra days to book, or they used to back when the reservation system actually worked.
