Anyone with a valid WDW theme park ticket can use all the transportation available inside WDW.
Back in the day
We used to stay at the Poly.
There weren't very many other resorts... the Contemporary, the Golf Resort (now "Shades of Green") and the hotels at WDW Village (now DTD).
Later trips to WDW would reveal the building and opening of newer resorts.
We never rent a car at WDW, so we'd just hop on a bus going to each new resort from MK or Epcot and "see the layout" of each one as it opened.
We saw Carribean Beach Resort grow larger each visit.
Saw Swan and Dolphin's huge building-topping icons just sitting on the ground as the bus drove by and driver commented on them.
Watched close-up as the Yacht and Beach Club took shape.
Viewed the Boardwalk when it was just a "sign on a fence" and some scaffolding with a wooden cut-out attached (to check the sight-lines).
Marveled at the red roof lines of the Grand Floridian (and how the monorail was going to have a "new stop" added.)
Rode rented bikes from Ft. Wilderness down the path the ended at the new construction site of the gigantic Wilderness Lodge.
Dixie Landings/Port Orleans (love the boats to/from DTD.)
Looked at Coronado Springs (pool area is pretty impressive).
Animal Kingdom Lodge was a complete surprise when finished because of its "hidden" location.
And during all these times (and we stayed at various newer resorts over time) we would have meals at the various new resorts' dining rooms.
But, we never considered it "wrong" or "odd" to visit other resorts.
We, to this day, still eat at several resorts and visit favorite spots at virtually all of them each time we make a WDW trip.
Disney seems happy to allow guests to take a look (and a "taste) at (possible) future accommodations.
Its a very enjoyable WDW experience, even without using a car... or a park ticket.
