Can we upgrade an AP to a PAP??

We are planning on getting AP's in two weeks when we go in March. However...we are going back in Aug. and there is a good chance we might want to do the water parks/Disney Quest but not on our March trip. I really don't want to buy PAP's if we decided TO NOT go to the water parks in Aug. OR if we only go for one day. It would not be worth it to get a PAP. Our AP's will expire next March on the 21st so Aug. would be the only time we might hit a water park.

Thanks!!! However.... I just realized we might be better off just holding off until Aug. then if we go to the water parks 2 times...we will just get the water parks AP. Then it would be good from Aug. until Aug. It's 99 for a year or 129 if you include DQ and that is about what the cost would be to upgrade and the dates would be better than having the PAP from March to March.
