Can someone tell how to create pixie dust?

Does someone know how to create pixie dust for a background in photoshop elements 11?

easiest way would be to add some glitter brushes to your collection of brushes...also stars and you simply make them small enough to look like pixie dust. many free brushes on the web that you can download and install.
