Can someone help me with PS Questions?

I have to admit I'm a little confused about dining at DLR and DCA. Which restaurants can you make PS's at? Are there non- counter service restaurants that you cannot make PSs? I need a restaurant tutorial!!

DL: Plaza Inn with Minnie and friends for breakfast (not for lunch and dinner), Carnation cafe, Blue bayou, and the newly redone Cafe New Orleans which is opening this week.

DCA: Ariels (princess meal), Vineyard room, wine country trattoria.

There are no other sit down meals in the park, everything is counter service. Cafe New Orleans is just starting to be full service. They may have a few days or maybe a couple weeks that will be walk up only, with no PS taken.

I should add- some of the places like Carnation cafe, and possibly the wine country trattoria will take walk ups. Often you can get in with a little wait.
