Can someone explain bounce back offers to me?

I thought it was where you can book your next trip while on your current trip, but I've been seeing older threads where people mention bounce back offers being "released."

208 days until my next trip and I'm already trying to plan the one after.

It's not always the same offer...sometimes it's a room discount, sometimes free dining, etc. When people say released they just mean the offer type changed.
