When someone rents a reservation made on DVC points, it is a private transaction between the DVC owner and the renter.
This is the reason it is not eligible for any WDW discounts. You are not dealing with WDW.
It can save money but you really need to understand the differences--no daily mousekeeping, very strict cancellation policies, if there even is one, and usually you have to pay more of it upfront and pay it offer sooner than you would with a WDW vacation.
there are also companies (not disney) that will rent points, acting as a broker of sorts... if you are willing to do a last minute reservation you can get some oustanding deals... however, as previously posted, you cannot combine a point stay w/a free dining pin, unless you opt for two rooms... then you can book one with each method, knowing that they may not be connected...
Free dining requires a full price room purchase, which DVC points are not. You can book a full price DVC room through CRO (and buy tickets) and get free dining. You can also rent points and pay the regular price for the dining plan, you may still be ahead (no ticket purchase required, no peak season surcharge).
