Yes you can pick what you want. Some guides try and insist you go with what they are currently offering but they are all available if you insist. And some guides will just say it's whatever you want.
 
You can pick what you want within limits. Points are put into UY when declared, not when sold, and they can only sell declared points inventory. So if you want a use year they don't have right now, you might have to wait until the next declaration.

An individual unit (as defined via declaration, not via what you think of as a bookable unit) can only have one UY for all points for that unit.
 
It's been a long time since my first purchase, but as I recall, not every month is a Use Year. So you can't ask for something which doesn't exist.
 

I was not given a choice...but I also did not ask. We bought in early January, and were given August use year. In the end, this works out fine for us based on when we travel.

2017 use year = August 2017 to July 2018
2018 use year = August 2018 to July 2019

So the day we started on January 10th, we had 175 points in hand....and would be getting another 175 in 7.5 months.

It worked out for us.
 
UY is not created at sale, but at declaration. So they may not be able to give you a month near when you buy.
 
UY is a pretty important decision. If you ever need to cancel a reservation it can decide if you will be able to bank your points or not. You can't bank your points in the last 4 months of your use year....so it's better to pick a use year where your travel pattern overlaps the first 8 months.

OP, is there a specific time of the year you usually travel? If so, I would push for a UY that fits that schedule. For a resort that still has a ways to go before being sold out, I would pressure them to give you the exact UY you want.

This is an important point. You should pick the UY that best fits your anticipated travel patterns. But Disney will likely steer you toward a use year where you get both 2017 points and 2018 points. This makes it easier to sell, and is advantageous to you if that UY matches your needs.

I don't believe UY has anything to do with whether points become holding points or go back in as regular points. That is determined by how far out from check-in you cancel your reservation, not UY. UY determines whether you will be able to still bank the points in the event of cancellation.
 
I'd expect every UY to still be available for CCV. It would be very odd if they weren't at this point in sales.

I am thinking more of within the current declaration. If the unit declared as December sold all its points they won't have December again until a new unit is declared.

You are absolutely correct. Trying to work and Dis at the same time gets me off track occasionally :) I edited my post above as to not confuse anyone.
