Can I make ADR if not on DDP?

I have always been able to go to Disney on the free dining plan. This is the first time I may not be able to. I don't think it is worth us paying for dining plan so we may pay out of pocket. Can I make ADR's if i am not on the dining plan? Or are ADR's only for those on the Dining Plan?

Anyone can make ADR's. You do not need the Dining Plan.

Yeah, I've done it. Last trip we weren't on the plan. I couldn't swing it, so I paid out of pocket for our meals. We had 3 TS ADRs for our 8 days and the rest we ate at the resort QS, park QS or from food I had brought from home (we drove).

You still have to provide a credit card if you reserve a place with the cancellation fee. And if you reserve something that is prepaid like Mickey's Backyard Barbeque or Cinderella's Royal Table you have to go ahead and pay for it when you reserve it.

As the pp's said, anyone can make ADRs. You don't have to be on the DDP or even staying at a Disney resort as offsite guests can also make ADRs.
