you know -- the kind you use to put air in a basketball, football, soccer ball? That plastic air chamber/pump is probably 4-6" and the needle is probably 2" long.
I'm not having much luck finding specifics on the TSA site.
I'm going to go out on a limb and say no, just thinking of needle and the metal handle used to pump the air into the plastic cylinder is enought to send up about 100 red flags to TSA.
I see no reason why it couldn't go into your carryon. Nothing about it is prohibited and even the "pin" is less than the 5" maximum.
However - with the TSA you just never know. If you are checking bags I would just put it in your checked bag. It not something of such value that it is likely to be stolen.
