Can I call to get quotes?

We've been to WDW three times now but never split our stays between two resorts as we are planning on doing our next trip. Is it improper to call a rep and just talk about it to find out how much we're looking at and ask questions without making reservations? I can't really get that information from the website. I don't know the exact dates that we're going, but have a very good idea and can narrow it down within a couple of days.

You certainly can do this, either with WDW directly or with a travel agent. Not a problem.

I called a bunch before I made reservations. They will always try to have you book, but I just told them I needed to finalize plans before booking.
