Can I book dining before I put my downpayment on my reservation

Hi: I have made a reservation for room only, I have a week to put a downpayment down, am waiting to make sure hubby can get the time off work first. My time to book dining is here tomorrow, am I able to book dining if I have not put down a downpayment yet?

Absolutely! You don't need to confirm you're staying in Disney at all. People who stay outside of the parks book dining all the time, so it's basically the same thing.

So long as you have a Disney resort confirmation number, you can book up to 10 days worth of dining at 180 days before date of check-in. You should get this number even if you have not made the downpayment, but did make the reservation.

If you do not have a confirmed (with the number) Disney resort reservation, you may then only make dining reservations up to 180 days before date of dining.

These extra 10 days when you have a resort confirmation is what we commonly refer to as the 180+10 perk .
