I have 72 points left in my 2022 use year.
While making reservations for spring 2023
I was prompted to bank 2023 points to use for next year.
If I bank then later decide to go to DVD later in 2022.
Can I borrow even though I banked?

You can't borrow the points you banked. Banked points are locked into the UY they are banked into, just like borrowed points are locked into the UY they are borrowed into. So yes. Absolutely. But only from the next UY's allocation and at this time, only up to 50%.

Just for clarity, I'm assuming you meant bank '22 points into '23. I don't believe anybody 'has' '23 points yet (in a current UY).

Banking and borrowing are final transactions.

If you have 722 pts in your 2022 UY and bank all pts into your 2023 UY, they will remain there and expire at the end of your 2023 UY if not used for a stay during your 2023 UY.

If you decide you want to book a stay in your 2022 UY and have zero pts left in your 2022 UY, you are able to borrow (currently only 50% of) pts from your 2023 UY to complete a reservation if you find availability. If you cancel that stay, your borrowed 2023 UY pts will remain in your 2022 UY and expire at the end of your 2022 UY if not used for a stay during your 2022 UY.
