Can I assign old Magic bands to new MDE account

I have sets of old magic bands can I assign these to another MDE account so I could use them to make fast passes with them

No. Once a Magicband is linked to an account it can not be linked to another. If it is linked to a person with out an account they can take over ownership of the band once you link as family/friends as long it is done correctly.

No, MBs cannot be transferred from the specific Profile line where they are linked.

nope...there isn't any way to remove a Magic Band from an account once it is assigned. It can be deactivated, but not removed.

so to make more fast passed I would need a 2nd set of tickets and use the tickets to enter the rides?
