If your friend is listed or linked in your MDE:
Go to each of your booked FPs and Change Party to add him.
If there are some where the system won’t add him, ask Guest Relations, when in the park, if they can add him or be able to give him Anytime FPs so that he can join you on the rides.

This ^^
One more suggestion, if you can't add him to some of your FP+ try looking for a FP+ for just him/her at anytime within your window and then ride during the overlapping time.
Yes - he can ride instead of you as long as you are in the park with him.
However - We got a FOP FP+ with a weeks notice prior to our Labor day trip so it can be done.
Add him to your MDE and copy as many of your FP+ as you can. Then for FOP try to make a FP+ for him, if unavailable make NRJ or a "throw away" FP+. Then keep trying to modify that FP+ for a FOP, it takes some time and refreshing but it can be done. Take any time available and then try and modify the time to closer to your FP+. I did it while waiting for reports to print and my dd did it when she was a passenger on a car ride - times like that!
I agree the more FP+ you can make for him ahead of time the better as I don't think GR will give him a FOP (never hurts to ask) but they may be able to help you move a time if you already have a FP+.
