Can Banked Points Be Transferred?

I have points which will expire at the end of March (April use year), and I want to post them on the Rent/Trade board for transfer (as "distressed" points), but I didn't know if they could be transferred, since they are banked from last year. And one more question: can someone who already has a reservation , buy these points to switch with points used in that reservation and bank their others? Thanks!
