Can anyone visit SOG or is it only for guests?

Hi,

A friend of mine is going in December and she plans to visit ALL the resorts at WDW to see the Christmas decorations. Can she visit SOG or is it only for guests? Can she eat there, too? The prices look very appealing.

Also, is it decorated for Christmas?
